The Challenge
Location employees called head office with questions ranging from policy clarifications to system access issues. A small head office team fielded them all, answering the same questions repeatedly while genuine escalations waited behind routine ones. Nothing was recorded, so there was no way to identify which questions were common enough to answer once, and no way to know whether a location’s issue had ever been resolved.

- Guided Before Ticket
- The guided conversation attempts resolution before creating a ticket, and the proportion resolved without a ticket is the metric that matters. Building only a ticket form would have digitized the volume rather than reducing it.
- Context Capture
- Location and role are captured from the session rather than asked, since employees answer those inconsistently and the answers determine routing. Asking produced the routing errors this design avoids.
- Lite Agents
- Location managers work as lite agents so they can resolve within their own location without licensing cost for full agents. This pushed a meaningful share of resolution to the location, which was the operational goal.
- Pattern Visibility
- Structured intake made question patterns measurable, which identified several topics worth documenting properly. Previously this was known only as an impression held by the head office team.
- Notable Constraint
- Urgent operational issues should not go through a guided flow. An explicit urgent path bypasses the conversation and creates a high priority ticket immediately, because forcing a branching flow on someone with a real emergency is how a portal gets abandoned.
